
On September 26, 2025, the Urban Health Academic Center, Suan Sunandha Rajabhat University (SSRU-UHAC), in collaboration with the National Health Commission Office (NHCO), the Thai Health Promotion Foundation (ThaiHealth), the Bangkok Metropolitan Administration (BMA), and six other Urban Health Academic Centers, organized the first district-level Health Charter declaration event covering 10 districts in Bangkok: Ratchathewi, Phaya Thai, Bang Sue, Bang Khen, Bang Kapi, Bang Na, Bang Phlat, Bang Khae, Phasi Charoen, and Pom Prap Sattru Phai. The event was held at the Mandarin AB Room, Mandarin Hotel Bangkok, Samyan, Bang Rak District.
Assistant Professor Dr. Pimchana Sribunyaprat, representative of SSRU-UHAC, stated that Suan Sunandha is responsible for two districts—Phasi Charoen and Pom Prap Sattru Phai. Prior to this, SSRU had already implemented district-level Health Charters in four districts: Don Mueang, Lat Krabang, Dusit, and Khlong Toei.
The process of developing a district-level Health Charter involves conducting community-based health needs assessments, gathering data on local situations, knowledge, history, and culture, with reference to the 3rd National Health System Charter as a framework. This information is then combined with other relevant knowledge to identify key issues, including multi-sectoral participation, health-related challenges, and community strengths and social capital. These findings are translated into policy recommendations and organized into an appropriate framework tailored to the district context.
Stakeholders were engaged through public meetings to foster collaboration, build mutual understanding, and provide feedback on the draft charter. The finalized charter is then operationalized by transforming it into concrete health projects within district health plans, with financial support sought from relevant funds to address local health issues effectively.
Assistant Professor Dr. Pimchana emphasized that this initiative demonstrates collective effort and sustainable approaches to promoting health at the district level.
